Lisa removed the clamp somehow and drove the car to Newton Abbot. She ended up in court for her actions that day. The court charged her with two things: taking a car without permission, and driving without insurance. The judge let her keep her driver’s licence, though.
This whole thing happened on January 7th. Tulloch got a parking ticket before this happened, and Devon Council sent someone to clamp her car because she did not pay.
The prosecutor said the car was legally the bailiff’s until she settled the outstanding debt. This occurred once they clamped the vehicle. Tulloch and her family knew about the clamp and managed to take it off the car. Later, they found the car in Newton Abbot.
The original charge was for damaging the clamp, said to cost the council one hundred pounds. However, they dropped this charge in court. The court did not explain how she removed the clamp. She had the car keys, and the car is now hers again.
Her lawyer said she was going through a tough divorce and did not know about the fine or insurance lapse. The judge called this case unusual and claimed Tulloch felt regret. It was a rare event for her, not typical.
He said she forgot to pay because of life issues. She paid a fine, court costs and a surcharge.
