Residents petition calls for fairer parking prices in West London after emissions based permit cost increases.

The council approved these changes last October. This increase marks the first since 2012. The council says it wants people to drive cleaner cars. In turn, this reduces high-emission vehicles.
Jose Afonso disagrees with the council. He says they treat residents like “cash cows.” The council switched to emission-based permit costs. They charge more for polluting vehicles.
Diesel cars cost extra. Second cars also have added fees. Electric vehicle permits now cost money too. Permits were previously £119 or £60 a year. Electric vehicles were then free.
Second cars used to cost £497. Now, prices range from £125 to £340. It depends on the vehicle’s emissions. Diesel and second cars still cost more. Victoria Brocklebank-Fowler questioned the impact on businesses.
She asked about the current revenue from parking permits. She also asked about the expected additional income. Stephen Cowan stated the changes support climate goals. Traffic, environment, and policies change parking charges.
New charges caused online opposition. A petition started by Stefan du Maurier reached over 600 signatures. The council’s website shows fewer signatures, but it has passed the 250 needed for a debate and might reach Full Council with 5,000.
The petition asks for two things: a reduction of permit prices to match inflation, based on the 2012 price, and consultation with residents before future changes. At least 250 replies and support of new changes of over 51% are needed.
Furthermore, an independent group should create consultation questions. Stefan felt frustrated and thinks drivers are an “easy touch.” Afonso opposes the rising costs.
He believes people are being penalized unfairly. He says electric vehicles are taxed, and the charges increase hardship for families. They will attend the cabinet meeting for support.
