A builder in North Yorkshire got in trouble with the law. His name is Christopher Frank Parkin, from Knaresborough. He took money for building jobs, but he never actually started them.

Parkin traded as C&D Construction and didn’t finish the work he was paid to do. On February 7, Parkin went to court in York, where he admitted to breaking consumer protection laws.

The council’s trading standards team investigated him after a couple from Harrogate made a complaint. They hired him for some home renovations. He did their kitchen, and they liked the work so they then asked him to do more, including a garage conversion and a new garage. New concrete for the driveway was also part of the plan.

As work went on, the homeowners found problems, like dampness and leaks in the new garage. Parkin asked for £7,400 in advance for the concrete, saying it would prevent future price increases. Despite getting paid, he never laid the concrete.
Building officials found problems with his work so a surveyor checked the work for trading standards and found many building regulation violations.

The extension’s foundations were not correct, and its insulation and ventilation also failed inspection. The garage drainage, roof, and walls had issues, and even the concrete floor was poorly done.

The court ordered Parkin to pay £8,000 to the customers to cover their losses. They did not fine Parkin so he could pay them back. Councilor Greg White spoke about building regulations and said these rules protect people’s health and safety.

Unapproved work is unsafe, making selling the house later difficult. The homeowner faces possible legal action, and the couple also lost £7,400 on unsupplied concrete. Councilor White was happy the penalty focused on customer compensation.
