A man was fined £4k for dangerous boating during a River Thames regatta after video captured the outburst.

The Environment Agency reported this event. Scott Keen drove his boat into the Kingston Amateur Regatta. This was back in July 2024. Video showed his actions. People considered his behavior dangerous.
He ignored the umpire’s directions. Keen cut across the race’s path. He nearly hit some rowers. Then, his boat got stuck. It caught on a race boat’s anchor.
Keen got angry and started yelling at the rowers, saying they didn’t own the water. In January 2025, the court found Keen guilty. The charges included obstructing the race.
He interfered with people’s safety. He used bad language and ignored a harbor master’s notice. Also, he failed to register his boat.
The Agency stated that his actions were unsafe and that young rowers were at risk. Maria Herlihy of the Agency called the event a disgrace. Keen did not care about river safety and posed a large threat.
The court fined Keen the maximum for interfering and also for careless boating. They felt they needed to respond strongly because the event involved clear criminal behavior. Other people were in danger, some of whom were young people.
Scott Keen must pay £4,334.53 overall. This amount covers fines, costs, compensation, and a victim surcharge.
