Report reveals sewer issues led to flooding. Couple died on August 26, 2023, after their car was submerged.

Emergency services attempted a rapid rescue, but sadly, they died at the scene. People questioned the severity of the flooding in the area. Liverpool City Council has since implemented additional safety measures.
The council commissioned a Flood Investigation Report to explain the causes of the flooding. Mott MacDonald prepared the report for the city council, identifying issues with the sewer system.
According to the report, heavy rain overloaded the sewer system. Water escaped from an inspection chamber, leading to rapid flooding on Queens Drive. The road’s low-lying location contributed to the prolonged presence of the water.
The area experienced five flooding incidents in 2023, with cars becoming stuck each time. On August 26, the water was too deep, resulting in the Marcos’ car being fully submerged and causing their deaths.
The council has since installed flood sensors, cameras, and warning signs. Additionally, road barriers will be used to prevent drivers from entering flooded areas. United Utilities has also inspected the sewer system and is working to improve their system model.
The report recommends further action, seeking an explanation for the increased flooding in 2023. It also calls for a flood plan involving multiple groups and emphasizes the need for fixes that will lessen future flooding.
Councillor Richard Kemp commented on the situation, noting that rainfall patterns were changing significantly, and the 2023 floods were rare events. He pointed out that the council’s drainage system was functioning properly.
However, he acknowledged that United Utilities’ system had been overloaded, with silt causing blockages at times. Warnings will now be issued to alert drivers about flooding, while United Utilities needs a comprehensive review of its infrastructure.
Kemp urged them to flush the system frequently and emphasized the need for an improved drainage system. He explained that this can improve water flow throughout the area.
The council confirmed the release of the report, stating that they investigate notable floods like this one. They commissioned Mott Macdonald to ensure impartiality, and the report is being shared with all relevant parties.
An inquest into the Marcos’ deaths will be held at a later date. A preliminary review was conducted on December 18.
