A Bristol officer faces misconduct charges after a video showed him using excessive force during an arrest.

A panel decided PC Tucker committed gross misconduct. They said his force was “grossly disproportionate.” This happened on April 16, 2023, early in the morning.
The video shows an officer saying, “come here.” They arrested a woman for damaging property after a bus passed near her. An officer said to “drag her over there,” while another said, “She’s doing fine.”
Tucker said the woman kicked a bin and acted aggressively. He thought she threatened him and others. But the panel disagreed, stating that the woman posed no risk. They determined Tucker planned to take her down, feeling he had no reason to protect anyone and considering his actions unnecessary and unreasonable.
The woman’s head hit the ground, potentially causing her harm. They couldn’t confirm if her bruises were new, and his warning was a five-year final written one. He wasn’t dismissed instead.
A lawyer for the police said it was violence, emphasizing that she was vulnerable and it could have caused serious injury. He felt no force was needed at all to arrest her. Tucker’s lawyer called it a misjudgment in a tough situation and thought the officer didn’t mean harm.
The incident occurred around 1:45 AM. People recorded it on phones and posted it online. Tucker said he could’ve handled it better, but thought he acted lawfully.
The woman was arrested for damage and for being drunk and was released the next day with no charges.
The police investigated the incident, then passed it to another group. They also questioned Tucker, but the prosecutor did not bring criminal charges in his case.
The police released the video from the phone and camera body. BristolLive requested the video, and a person independent of policing was involved, allowing the constabulary to decide.
