The council declared a climate emergency in 2019. They aimed to be carbon neutral by 2028. People called this goal CN28.

Carbon neutrality means balancing emissions. You remove as much carbon as you emit. Experts said big cuts were needed yearly.

The council added solar panels and improved home energy efficiency. They also switched to electric vehicles. Electric trucks had collection problems. They suggested shorter showers to residents, as well as vegan food and toilet/cooking tips.

Council papers show CN28 could change. A team will work on governance and finances. This information came out on March 5th.

The team wants phased goals. The council could be neutral by 2028, but the city might reach it by 2040 or later.

A spokesperson said decisions are pending, noting that a 2040 goal is still ambitious. The UK aims for neutrality by 2050.

A review started in November 2023, around when the council neared bankruptcy. This review looked at CN28’s achievability.

The review went to councilors in April 2024. Finances pose challenges for CN28 progress, as it’s not legally required and costs money. They need to assess CN28’s aim and timeline.
