Carpenter Investments aims to build a 14 story block with 297 homes near Liverpool city center, on former railway land.

Carpenter got approval for 261 homes last year. That design featured a 13-story building. Now, they want to increase the project, aiming for 36 more homes and another story. Planners recommend approving these new plans.
The planning committee initially rejected the project but approved it in January 2024. Carpenter revised the plans last October, now seeking final approval.
Besides apartments, the building includes two shops, car parking, and bike spaces. Landscaping and a courtyard are also planned features of the development, designed by L7 Architects, Carpenter’s team.
The site sits on the edge of the Baltic Triangle. This area has transformed from industrial to mixed-use, featuring homes, industries, creative spaces, and hotels, along with food and entertainment options.
The site spans 2.6 hectares. It used to be a parking area but is now unused and has even been used for storing building materials. King’s Dock Street is to the east, and Sparling Street is to the west.
Greenspace separates the site from Wapping to the south. This space features grass, trees, and a path. Railings border King’s Dock Street, while a small wall and railings face Wapping.
The officer states that the project benefits the area by redeveloping a long-vacant site. The building improves the local environment and contributes to the Baltic Triangle’s future.
