A Liskeard farmer is fined for animal neglect after goats, sheep, and pigs suffered due to poor conditions.

Ingham, 63, must pay £2,456 in fines. Cornwall Council prosecuted him. He admitted to five counts of animal neglect. The court hearing happened in Plymouth.
Officials visited his farm in 2021. They found thin goats, sheep, and pigs. Pigs had no dry area to rest. Animals could access dangerous items. Ingham improved conditions after advice and received a formal warning.
Officers returned in March 2024, and they found terrible conditions again. His animals lacked bedding, food, and water. Dangerous materials were still present. Animals had access to sharp metal and electric cables. He failed to provide clean bedding and neglected needed veterinary care, which caused unnecessary animal suffering.
The court acknowledged his guilty plea, and he cooperated with the Council partly, showing some remorse. Ingham was fined £1,040. He must pay a £416 surcharge and also owes £1,000 to the council.
Trading Standards gave Ingham advice in 2021. He improved conditions back then, but sadly, standards dropped again by 2024, leading them to bring the case to court.
Council leaders find his actions unacceptable. They will act to protect animals and protect Cornish farming reputation. Smallholders need animal care knowledge.
Council officers will revisit the farm and ensure Ingham makes changes. If he fails, further action will follow.
