Conwy committee approves plan to convert Llys Gwydir into two self-contained, three-bedroom apartments.

The apartments will have two units, each with three bedrooms and self-contained. A central lobby will give access. They will not change the building’s outside, and the apartments will use the current parking and access.
Planning staff wanted to block the plan to protect industrial buildings. However, councillors disagreed, since the office sat vacant for two years.
GM Jones built the £1.3 million HQ back in 2018. The Wales Economic Fund gave £400,000. The company struggled financially, falling into administration in 2019.
Parc Ty Gwyn was empty for three years. Pharma Group Holdings took over two properties there in 2022. They helped fix the site and use parts of the office.
This plan allows the company to earn more. Councillor Aaron Wynne discussed it openly. He said the site had been marketed for a long time, but no business wanted to rent it.
The applicant invested a lot into the fast-deteriorating site. Part of the offices are now in active use, and there are also warehouses on site. Approval fills the building and secures funds, supporting the business employing 30 staff.
Wynne thinks this follows planning rules. He cited sustainable tourism and development encouragement, mentioning reusing older buildings, and said it aligns with Conwy’s local development plan.
Wynne stated that six to eight jobs would appear, helping the economy flourish. He thinks it prevents regular homes from turning into AirBnBs.
Councillor Nia Owen supported the plan, stating she preferred use to decay. She stated Llanrwst needs a larger hotel capacity, and new jobs and more visitors benefit the town.
Councillor Trystan Lewis suggested ignoring officer advice, as it provides work and tourism for Llanrwst. He saw no drawbacks to approving the application, noting that rural communities need this boost, particularly Llanrwst.
Councillor Gwennol Ellis backed Lewis’ plan. The committee approved the application. Councillors must confirm later, because they ignored planning officers.
