Councillors rejected plans for two children’s care homes citing road safety and neighborhood impact.

The council voted against the proposals, citing worries about road safety and the neighborhood. A council member, Clare Pritchard, pushed against the plans, raising concerns about the residents’ well-being and the impact on neighbors.
One plan involved a house on Burnley Road in Altham, which Kara Manley wanted to use. The other was on Willows Lane in Accrington, an idea of Ashan Arif.
Arif was not happy and stated he would appeal the decision. He thinks they did not follow the law. Adam Birkett, a planning manager, gave a warning that rejections could lead to appeals, stressing that the reasons to reject needed to be very strong.
The Altham plan was for two children and a staff member. Rennie Pinder and Janice Ralph opposed it, citing parking, noise, and safety on the busy road. Judith Addison also spoke out, saying it’s not the right house in the right place, suggesting it should be detached and on a quiet street.
The Accrington plan was for one child. Neighbors signed a petition with concerns about noise and bad behavior. Zohel Ali said it would be a disaster, while Munsif Dad raised worries about parking and road safety and mentioned a serious accident nearby where a car crashed into a garden.
Arif defended his plan, stating it would not hurt the area and was about helping kids. However, Pritchard still thought it was the wrong place and the wrong house.
