Stephen Breslin-Green, a former foster carer and school worker in Wales, admits to indecent image offences involving many pictures.

He showed up in court in Cardiff and pleaded guilty to making these images. Police found these images on his laptop, which happened between April 22nd and May 21st, 2024.
There were 40 category A images found, along with 64 category B images, and 91 category C images. The law’s definition for these images is wide; even opening a pop-up can count.
Before his arrest in 2024, he worked with kids in Newport at local places starting in 2021. He worked at a school and a playscheme serving kids with complex needs, helping learning disabled and non-verbal kids.
He became a foster carer in 2023 after background checks. However, Newport council stopped this in 2024 upon learning of the allegations. The images weren’t of kids he fostered, nor were they of local children.
A council spokesman said Breslin-Green hasn’t worked for the council since and that they knew of the allegations. Even so, he worked with kids in different settings, where supervision was always in place, and someone else was always present for personal care duties.
The spokesman added that the charges were for downloading images and didn’t involve any child he cared for or any local children. Yet, the seriousness of the crime remains, and the young people in the images are victims. This kind of behavior isn’t acceptable.
The council understands parents’ concerns but couldn’t discuss the case during legal actions. However, they answered direct questions and offered support services if needed. Breslin-Green will be sentenced on March 6th.
