New rules mean every home in England will have four bins. Recycling rules will be simpler, aiming for a standard.

The current system is a confusing mess, Labor says. The first plan had seven bins. Now, the plan is simpler. Most homes will use four bins or bags.
Councils can still choose what works best. This plan is practical, says the government. This plan aims to standardize recycling. It will end the “postcode lottery” of different rules.
Councils now have varied methods. Food waste will be collected weekly. This should help boost recycling rates. Recycling has stalled at 44% since 2015.
The government has a detailed plan. Changes must happen by March 31, 2025. Councils can collect food and garden waste together. Mixing them does not hurt composting. It says so in policy.
Paper and card needs separation. This avoids contamination. Many councils already do this. 121 to be exact. Plastics, metals, and glass can be collected together. This could increase recycling amounts.
A small risk exists. WRAP says many councils do joint collection. Ninety-five already use joint recyclable materials. The new recycling will be simpler.
All materials will be collected everywhere. These changes will not add bins they say.
