Police raise concerns about a rise in Derbyshire children’s homes in residential areas, citing potential nuisance and management issues.

The council will decide about these homes soon. Someone named Clarke wants to convert buildings. These would become homes for kids aged 10 to 18. Two to four staff would be there. Family visits would be scheduled. A company called Higher Level Children Services would run these homes.
Leon Fairclough runs it. This company started in 2021. Ofsted would check on them. Many people oppose the plan. They sent 43 letters to the council.
Belper Town Council also objects. Ninety-seven people signed a petition. They want details about potential risks. Folks worry the location is bad.
They think teens will feel isolated there. There aren’t many shops or fun places. They also feel the homes could harm the area’s heritage. Traffic, security, and child safety also worry them. Horses, a river, and a railway line are nearby.
The police looked at the plans. They said nuisance isn’t a certainty. But, it’s possible if the homes are not run well. Problems can arise from resident behavior. Poor management or a mix of both can cause issues. Context matters too. Lack of things for young people can cause problems. Close neighbors can also cause clashes.
However, the applicant thinks the setting is beautiful. They believe this will benefit the children. The council thinks they should approve the plan. They can’t discriminate against residents. They cannot control future behavior. They will have conditions though.
Ofsted will inspect the homes. It is acceptable with a noise plan, they feel. Another plan exists for a children’s home. This one is in Langley Mill. It would house two kids. People have also objected to this plan. The owner is Waseem Chaudry.
