A man died at Cornwall Council HQ after police welfare check. Prior contact prompted referral to the IOPC for review.

The police contacted the person before this incident. Because of this, they told the IOPC about the death. The man was Ryan Staffiere, age 42, and CornwallLive confirmed his identity.
Ryan talked about issues with drugs and alcohol, as well as living on the streets. Police said the death is not suspicious and they informed his family. They will prepare a file for the coroner. The IOPC will review the prior police contact.
Ryan lived on Cornwall’s streets for over 20 years. He had struggles with addiction since his teens, and he used alcohol, heroin, and crack cocaine. He once said he came from a wealthy family, but reports now say this is not accurate.
Ryan once called himself a “good boy gone wrong,” describing going from privilege to homelessness. Despite his issues, a charity worker called him kind, saying he “didn’t have a bad bone.”
Monique Collins knew Ryan for a long time. She also knew his girlfriend before she passed. They had a daughter who is cared for by family. Ryan wanted contact often, but faced challenges and he always remained polite and kind, she said.
