Goldbeck will build Cardiff Council’s new 100000 sq ft headquarters in Cardiff Bay by 2027, part of a larger project.

Both projects are part of a bigger plan. Atlantic Wharf is a 30-acre project that includes shops, restaurants, and hotels. There will also be offices and homes.
Goldbeck signed an agreement with the council to finalize costs and design first. A development deal follows later this year. This job is Goldbeck UK’s largest project so far; Indigo, their investment firm, will fund it.
Cardiff Council will buy the building when it’s done. They will use their Treasury borrowing powers, involving the Public Works Loans Board (PWLB). The council will spend about £60 million, though the final cost isn’t set yet.
Savings will cover some loan costs. A smaller, efficient building will help, as it replaces a 270,000 sq ft County Hall. They will tear down the old building and then use the land for homes.
The new building will help the arts by offering studio and production space. The Wales Millennium Centre will benefit, and they will fund their ownership separately after construction finishes.
