Hyndburn Council considers two new care homes for children despite neighborhood worries about traffic, noise, and area character.

One plan involves a house in Altham, where someone wants to house two kids. One staff member would stay overnight. Seven neighbors worry about noise, traffic, and changes to the area’s vibe. The local parish council strongly opposes this.
The council report notes a real need, mentioning a family-like setting for kids in care. It also states that proper care should minimize negative impact on neighbors and the area itself.
The other plan involves a house in Accrington. A company wants to house one child there, but sixteen neighbors are concerned. They worry about behavior and traffic, submitting a petition with forty-five signatures.
The council report says it’s for a child needing care. However, the county social services don’t support it, not seeing a local need for this specific space. Despite this, the applicant believes a need exists and says the impact should be small with minimal noise. The transport people are okay with it, as long as they add parking.
