Cardiff councilors halt 205-home plan near Church Farm due to M4 noise fears and community concerns regarding traffic.

The planning committee met on February 6th. Councillor Lancaster voiced concerns about the M4’s nearness, echoing worries from the community council. He wanted a site visit first for a better understanding of noise.
Lisvane Community Council has other worries, including traffic impact and limited public transport. Redrow’s travel plan mentions train stations: Llanishen and Lisvane and Thornhill.
The council report relays community concerns that train stations are quite far away. Residents may drive there anyway, worsening parking issues as station car parks are often full.
Drone footage showed the housing site, and Steve Ball saw no need for a visit. Councillors voted to postpone the application, while Councillor Stubbs wants a site visit soon to decide quickly.
The application was a hybrid type: sixty-one homes had full planning sought, and one hundred forty-four sought outline permission. Outline approval is permission in principle, with details like landscaping coming later.
The site falls within planned housing areas, designated by Cardiff Council’s LDP. LDPs guide future development decisions, specifying land use for homes and industry, and protecting areas from building.
