Middlesbrough Council denies plan for Coulby Newham car wash due to traffic concerns. Decision made late February.

The council’s main concern was potential traffic congestion. They feared the car wash could obstruct vehicle flow. The proposed area measured approximately 25 by 7 meters. Plans highlighted an efficient, user-friendly service.
Two canopies, constructed from recycled materials, would cover the area, designed to accommodate vehicles of all sizes. The plans also included an office and storage space for staff.
The applicant has the right to appeal the decision within 12 weeks of February 21st, with the appeal directed to Angela Rayner. The council’s specific concern was that cars stopping suddenly could block traffic while waiting, potentially increasing accident risks, although they acknowledged that clear signs and staff could mitigate this issue.
Regarding noise, the council deemed it unlikely to pose a significant problem, as the car wash would only operate during daytime hours, minimizing noise impact.
Paul Clarke, the head of planning, officially signed the refusal, citing the location’s potential to cause traffic issues and negatively affect highway safety.
In January, the planner submitted additional information aimed at addressing the council’s concerns, particularly regarding traffic, hoping to overturn the initial decision. However, Shelly Pearman reviewed these revisions and concluded that they would not be sufficient, supporting the original refusal and expressing doubt about the success of any appeal.
