Liverpool Council is changing the parking zone near Everton’s new stadium. The original zone caused anger for locals. Restrictions were always in place, not just on game days. Many businesses feared they would fail due to fewer customers. Almost 19,000 people signed a petition against the zone.

The council listened to locals and reviewed the initial test event. They will now accept more business permit applications, decided case by case. Each business permit costs £50. Resident and visitor permits are free. They will focus on safety during the next test event on March 23.

An existing one-hour waiting limit will increase to two, when possible. Permit parking will start in Pumpfields. It includes Blackstock Street and nearby roads. The council said changes take a few months.

Businesses welcome the changes, but want restrictions lifted when there are no events. The parking zone changes can be adjusted through August 2026. The council will consider pay and display parking on some streets. They also plan to improve road closures and street lighting. Better signs for walking routes and shuttle buses are planned too.

The council will check if these changes help businesses and residents. The parking zone operates from 10 AM to midnight daily. Some areas operate all year.

The council may make changes permanent before 2026. This depends on agreements. Blue Badge holders can park longer in permit areas. They can park on yellow lines for three hours, unless banned. Blue Badge holders need to show badges and parking clocks.

Everton FC is improving parking for disabled fans at games. Council leaders say they listened to feedback. They are working to make improvements quickly. They are prioritizing changes to waiting times and permit numbers. Road closures and street lighting will improve by the next event.

A council member stated lessons are being learned. The council wants to help businesses, residents, and fans. They want to address commuter parking and illegal parking. They want to support economic growth and reduce congestion.

A local business owner appreciates the time extension and extra permits. However, year-round restrictions remain a problem. He says these harm thousands of businesses. He questions why restrictions are needed when no events occur. He wants non-event restrictions removed at once.
