Planners recommend approval for the A55 A470 link, pending flood and tree plans. Decision is set for February 12.

Some money creates a link from the A470 to A55 junction 18. Tesco and Cineworld are by this junction, and the path connects to the Conwy flyover. The council got an application last year.
The plan involves a three-meter-wide path starting by the Glan Conwy layby. The path goes near the Black Cat garage. Two bridges are needed to cross the rail line and the Afon Ganol river.
The path goes by the RSPB site’s back, then comes out near the RSPB car park close to A55 junction 18. They improved routes from the roundabout already, heading toward Tesco and Llandudno Junction.
The path by the Afon Conwy will get new surfaces up to the A547 road. Fences and lights will go along the path, separating it from the RSPB site.
Planners made a recommendation this week, and the planning committee meets Wednesday to consider the report.
Officers wrote a report saying they are “minded to approve,” meaning they likely approve it. However, approval has conditions, with flood risk concerns needing fixing first, and a tree planting plan required.
Approval needs full consultation responses, with all issues satisfying the manager in development and building control within three months. Failure to do so could lead to project rejection.
The planning meeting is February 12 at 2pm.
